The 340B program was designed to help low-income and uninsured patients access their medications and care. However, some 340B hospitals, the pharmacies they contract with, and pharmacy benefit managers (PBMs) are exploiting the program for profit at the expense of patients. There is mounting evidence that savings from 340B drug discounts are not being passed on to patients, and hospitals are providing minimal levels of charity care, while charging full price for discounted drugs and often pursuing aggressive debt collection.
