Statement of Linda Golodner, President National Consumers League On Methamphetamine Manufacture April 4, 2005 Thank you for participating on this call. I am Linda Golodner, President of the National Consumers League. We are very concerned about this important public fight against illicit methamphetamine manufacture. We represent consumers who are also concerned about the availability of common over-the-counter products that they use for themselves and their families. There must be a common sense joint effort by the enforcement community, pharmacies and grocery stores, and consumers to address these concerns. The approach is necessary but it must be practical. To do otherwise will limit therapeutic choices, which will place the burden on a law-abiding public. Pseudoephedrine is a versatile medicine – it is in decongestants, products consumers use for the common cold and for allergies. It is often coupled with antihistamines – and one characteristic of most of these products is that they do not cause drowsiness. That means that you can drive, go to work, take care of your children, and go about your daily life even if you have a cold or are suffering from allergies. Our survey shows that consumers are willing to live with some restrictions – but to limit these products to behind the counter when a pharmacist is on duty will especially impact those who live in places where pharmacies are scarce or where there are limited hours when a pharmacist is on duty. Restrictions should be tailored to the problem at hand, which is the diversion of the OTC product to illicit meth or crystal meth. California, for example, has witnessed a significant reduction in clandestine laboratory seizures after tightening the single retail transaction limit. Illinois recently enacted a law that limits retail sales to 2 packages; with products behind a store counter, customers showing ID or signing a log; and anti-theft devices used on packages. They will be training retail personnel on procedures and working with the local enforcement agencies to implement the law. Illegal diversion of this OTC product must be stopped. But let’s not overly burden law-abiding consumers who just want to treat their cold symptoms and allergies. Thank you. |
